Bluetooth issue xa

I'm having an issue with Bluetooth.  When the phone is turned off the bt is on as it is connected to my watch and smart and etc,  when phone is turned on bt is off and I have to manually turn it on every time.  My old Samsung just kept bt on constantly.. Is this a known issue?

does this happen when you are on safe mode?

Thanks for your reply.. I have found a solution which involved going into location settings and turning off Bluetooth scanning.. So far so good.. Bt staying on after rebooting
