There has been lots of discussion about this. I believe one of the past updates did speed up the boottime.
Regardless, it also comes down to the question "how often do you restart your phone?", obviously this is different for everyone, but personally I feel the trend is to be "always-on".
Future updates may see a reduction to boot time, however I can't see any plans for certain.
