Every time I power up my Arc (from off) it claims persistently that we are back in the 80:s, date in the subject. Normally it gets up to date after a while. It's very annoying though as incoming messages are sorted to this date.
Nobody else seems to have this problem. Is there a clock battery in the phone that needs replacement or what?

Xperia arc can only hold the time & date settings for 30 seconds if the battery is removed. So in order to keep your time & date settings you can only remove the battery for 30 seconds otherwise you would have to set them again.
The automatic option for time & date is dependant on network, some network operators does not even support this feature. So how long time it takes for the phone to receive the time & date settings from the network is hard to say, but I've experienced all between 1 minute to 10 or 20 minutes.
Besides that your phone wants to think it can go back to the good ol' days, this is strange.
Although it COULD be the internal clock battery issue, I've never come across that on a mobile phone.
When you say it gets up to date after a while.... how long is a while? 20 seconds? 20 minutes? Let me know.
Hopefully we can hear if others have run into the same issue and go from there.
I do also have this issue almost everytime I insert back the battery(After I shutdown the phone successfully, I remove the battery then insert it back afterI removed/inserted SIM card). I didn't tested if it's updating.

It normally takes about 10-20 minutes if I have network clock enabled.
Yesterday I grew tired of waiting and set the clock manually. Turned out that I had it set manually from my last reboot as well.
Is there a way to diagnose if the clock battery is faulty?

Oh, that sounds like it. Is this a standard solution in contemporary smartphones? Otherwise my suggestion is to include a minimal clock battery in future devices.
