Have you dropped the phone and/or exposed it to water?

Remove both SIM and SD cards and check again.

If that doesn't work then repair the phone with PCC

software repair

This is obviously way too late but incase anyone has this problem this literally just happened to me.

I updated my phone and when it went to turn back on it was stuck on the blue screen with the wave.

Solution: Xpheria Aqua M4 stuck on blue wave screen

1. hold the off button and the volume button for atleast a minute. (ignore any vibration)

2. charge your phone until the green light turns on. (make sure phone is off, don't charge while its on the blue screen)

3. turn on your phone

4. once its stuck on the blue screen again plug your phone into your computer using your usb cord

Now this is where I am probably going to annoy you. Sorry.

I had my phone plugged in my computer for maybe 3 minutes. In this 3 minutes all I did was go to MY PC and went to android. I randomly clicked options like Generel and Properties ETC. Then my phones dinged and it was on my lock screen. So im not sure if just plugging my phone into my computer helped or if me selecting things made it work. Either way my phone is fine now.

Hope this helps anyone who has the same problem

You helped my phone so much thanks if you don't know guys hold the power button and volume at the same time it might be slow after it gets on!
